Garrus Vakarian fans and ME fans in general, I need your assistance

I need to find out where this quote from Garrus comes from:

I got it from the Epic Garrus soundboard, but the creator didn’t know and said she wanted to know too. So at a loss, I turned to tumblr. It sounds like he was talking to someone over the intercom, like Wrex or something.

I kinda hope it isn’t Tali…Just because in ME3 she doesn’t seem as close to Fem Shep anymore and how she’s still close with Garrus even when you’re romancing him. It’s okay and everything I like both of them and glad they can get together if Shepard and Garrus don’t get together…but still I rather not have Garrus leave a conversation with Tali because Shepard is in a “talkative” mood. I feel like this cause I have only one playthrough and my Fem Shepard romances Garrus and I have this view that Shakarian is meant to be forever and always and also sad that Tali and Shepard’s friendship sounds strained in ME3. However it seemed like Liara was more than happy to take the bff role when Tali abandoned it.
